No, I think the only way to make an english section more popular would be an official version coordinated by the stuff, with mainpage and a lot more content in english. My questions to the staff regarding this idea were more or less ignored though. Seems that india (or ingame respectively) is not interested in leaving the "german corner" to get more international.
